II.Previous Minutes Approved via Internet June, 2008


  1. Annual Checklist:

    1. Age Divisions – The age grouping method used during the last competitive year was good for the athletes but was challenging for the host club. The board discussed the option of staying with the same method or changing to a new method. The final decision was to leave it the same for one more competitive year.

    2. Declaration Date – This year the drop back date is February 18th. Which is the WEDNESDAY after the MAC Open.

    1. State Meets for Levels 1 thru 3 – The board discussed our interest in this concept as a state and we decided that we are not interested.

    1. Sub-divisions within levels? – Other states are using this in their states and the board discussed if Oregon feels the need to have sub-divisions. The board decided that our state just does not have the numbers to warrant such an action.

    1. Number of Oregon State Meets – The board discussed changing the compulsory spring sectionals to a spring state meet. The option of having level 7’s at the fall compulsory state was also discussed but there was no interest.

Motion – To make the compulsory championship meet in the spring to a state meet with only 2 judge panels.

    1. Qualifying to Championships –

Level 4/5/6 to Sectionals: 31.0 AA 1 time

Top 72 regardless of score

Level 7 – 10: 32.0 1 time

Motion – To make the spring compulsory state qualifying score 31.0 AA 1 time.

8. Number of judges per panel for Compulsory State in the fall and Optional State in the spring will stay as previously voted on – 4 judges per panel.

9. Event Specialists and Qualifying Scores

        • Event specialists are allowed at level 7 and above.

        • Event specialist can qualify for Regionals at level 8 and above.

The board discussed how our state currently structures event specialists. No change will be made at this time.

  1. Championship Meets:

        • Team Awards – These will stay as set for the previous competitive year.

        • Individual and Achievement Awards – These will also stay the same as the previous competitive year.

        • Entry Fees –

  1. Judges Selection:

Kristin handed out the list of eligible judges to judge at championship meets. Affiliation and levels of experience were discussed and the board members were asked to give their top 20 choices for all championship meets and their top 6 Regionals.


  1. New Business:

    1. Club of the Year – Matt spoke about how California does a point system according to State Meet placements.


Motion – To institute a Linda Mulvihill Oregon Team Award and use the same point system as applied in California.

    1. Meet Bidding System - The board discussed the way we assign clubs to various weekends. It was decided that certain meets have precedence due to longevity and locality. The others will be drawn for order of bidding.



    1. State Meeting – A list needs to be made for efficient event planning. A board member will be in charge of planning and delegating the state meeting so that Kristin is not left to do all of the planning on top of her other duties. Matt stepped forward and said that he would be willing to take that on.


    1. Financial reimbursement accommodations for the 4 judge panels host club.


Motion - $1500 will be given to the host club to cover costs to run a 4 judge panel state meet.

    1. The board discussed ways to financially assist judges who will be going to the national course next summer. Jacque offered to organize a raffle to help raise money for that fund.

Review of State Board Responsibilities

The USAG Regional Chair wanted to remind the board that whenever there is a question concerning state policy making or the responsibilities of the state USAG Committee that we should always defer to the Rules and Policies. She highly recommends that we order a new one each year.


Web Site Expense Approval

Kristin discussed how time consuming the maintenance of the state website had become and suggested that Phil Sappington be compensated for his time and efforts.


Motion – A motion was made that a $100 a month be paid to Phil Sappington for upkeep and maintenance of the State USAG website.

Review of Championship Meet Procedures, Important Dates, and Set Upcoming Schedule of Events

The board discussed the necessity to further improve communications regarding championship meet information, especially flyers that are sent out by host clubs. It was decided that Phil would post all information sent to him from host clubs on the website.

State Meeting Planning

The board set the Annual State Meeting for July 12th and 13th; the State Compulsory Training Camp will be held on July 26th and 27th. Kristin asked for ideas for clinicians to be submitted. A concern was mentioned about there being enough clinics offered for the 2007 – 2008 competitive year qualifying hours for CPE credits. Kristin mentioned that the Washington State Clinic is being held the last weekend in May and that there might be a possibility that Oregon could offer a judging clinic in June if needed.


Review of Qualification Procedures and Awards for Compulsories

The board decided that qualification to spring compulsories would stay the same for spring as they were for the fall. The board discussed the need for changes in age group categories.

9 year olds

10 to 11 year olds

12 and up

Level 6 Age Groups will be as follows:

7 to 9 year olds

    1. Review of Current Year

The board had a brief discussion and decided to table this for another time.

    1. Selection of Optional State

Kristin handed out a spreadsheet that listed the eligible judges and each judges statistical point standings as far as years of experience, number of meets judged, and if they had any club affiliations. Each board member was asked to hand in a list of their top 17 choices from that list.

    1. 4 Judge Panels at the Fall State Compulsory Meet

After a brief discussion a motion was made:

Motion – To have 4 judge panels on each event at the Fall State Compulsory Meet.

- Kristin mentioned that last year we made a change and separated the 7 thru 10-year-old age group from the11 years old but the numbers did not quite match up. The board discussed how many athletes per age group are too much.

Motion – If an age group has more than 20 then we will split the age group.

- Kristin mentioned that the National USAG office splits the age group via an even distribution according to birthdays. Since we have the information before the State Meet we can change this or leave it the same. The board decided to leave this as per the USAG National office guidelines.




- The board discussed how the state has previously qualified for these meets.


Motion – At level 5 and 6 the qualifying standard from Sectionals to State is via placement in the top 72 at their Sectionals no matter what the all-around score.

  1. Phil brought up the issue of having matching equipment at invitational meets.

The State board would like to remind meet hosts that rules and policies states on page 36 that specific equipment must be listed in their meet information packet. The state board suggests that your equipment is matching when having two sets of equipment.


  1. Phil would like to see that an athlete must compete at State under the same club number that they qualified with during the regular season. Ruth is going to look into whether or not the state board has the authority to motion on this.


  1. Jacque has brought up the issue of not having a Central Oregon Rep. Kristin is going to follow through with this and work on getting this position filled.


  1. Kristin suggested that we look at the issue of the board member terms and revisit the issue at the board meeting in June.


  1. Kristin has asked Heidi to put together a championship meet packet that would be given to future meet hosts.


  1. The board members discussed the selection of Sectional Judges. Each member was given a list of available judges and was asked to give a list of 8 judges for each of the two sectional meets and one alternate per meet.


  1. Kristin discussed the issue of athlete rosters not being turned into the championship meet host within 2 weeks of the meet.


Motion – A motion was made that a designated board member would call/e-mail all gyms that do not have a roster in within 3 weeks of the championship meet to give them a warning that if their roster is not turned in within 10 days of the meet, as per rules and policies, that they would be fined $25 per athlete.

  1. Kristin brought up the issue of gymnasts who are unable to compete at their designated session due to religious affiliation. Ann brought attention to an update that was recently listed in the July 2006 issue of Technique on page 28 that specifically deals with that situation.


  1. John brought up that Laurie Reid has asked that we poll the coaches of our Level 10’s going to the Regional Championship meet as to their preference as to whether or not there should be two small sessions or one large session.


IV Financial Report


Kristin mentioned that we had a sizable amount of money in the state savings account.

II. Approval of Meeting Minutes


Kristin clarified that the decision to have everyone who scored a 32.0 all around at Sectionals would qualify to compete at State was made due to the vagueness of previous minutes. The intention was for the top 72 to be guaranteed if they scored a 32.00. The meeting minutes will be amended pending resolution of qualifying of procedures.


James brought up the nature of awards given at Sectional and State championship meets.


Motion - Amend previous minutes under Awards and State Championships to read “Medals will be given at State for 1st, 2nd, and 3rd placements in events and AA and placement ribbons will be given for 4th thru 10th place in event and rosettes in the AA; or 50% of entrants in age groups whichever is less. Ex; If 16 gymnasts in an age group than 8 placements will be given, if 24 entrants than 10 placements will be given, if 10 gymnasts than 5 placements will be given.

Team competition awards will be decided by the top 3 scores per event per team and are awarded to the top 5 teams at all state championship for levels 4 thru 8 and the top 3 teams for levels 9 and 10; the top 3 teams are awarded at all sectional championship meets.

Kristin let the board know that the results of Regional Judges selection are as follows:

The board members discussed the selection of judges for championship meets.

A new set of criterions is being composed to help with the board’s selection of judges to be instituted in 2007.

Kristin discussed the issue of out of state qualifying for championship meets.


Motion - A club can submit scores from an out of state meet to the State Chair in order to include scores for qualifying to a championship meet. A petition must be received before the drop back date of the season in question. This applies to all levels.

The weekend of June 22nd to the 24th will be the weekend of the state meeting.

The state compulsory clinic will be the weekend of July 27th and 28th.

The board decided that all age groups would stay the same and that any age group that had 40 or more athletes would be divided for any pertaining championship meets.

  1. Sectional Meets Procedures and Awards:

Kristin clarified that the host gym could decide the meet format as long as they had approval from the state board.

Currently awards are given for achievement and placement at sectional championships. The awards can be ordered by the host’s gym choice of suppliers and it is their financial responsibility.

Motion – All level 4 thru 6 sectional meet placement awards are to be given to 10 places per event and all-around; all level 4’s and 5’s will also receive achievement awards as well.

Kristin informed the board that currently the qualifying all-around score to Sectionals for levels 4 thru 6 is a 30.0 for both fall and spring.

The qualifying score to state for levels 5 & 6 is a 32.0 all-around with the top 72 guaranteed as long as they have a 32.0 AA.

Motion – The qualifying score to sectionals will be raised to a 31.0 AA for levels 4 thru 6 for both fall and spring.

VI. Awards for State Championships

Kristin gave a clarification that the medals for the championship meets is regulated via the Rules and Policies and must be order thru A-1.

Team competition awards are currently decided by the top 3 scores per event per team and are awarded to the top 5 teams at all state championships, and the top 3 teams at all sectional championships. It was decided by the state board that this should remain the same.

Kristin clarified that event specialists is allowed and would be given separate awards as stated in the Rules and Policies. Qualifying scores is also determined per the R & P.

Kristin also clarified that the dates and host gyms for state was determined and confirmed at the State Scheduling meeting in May and that there would not be a level 4 state meet.

Motion – Open scoring will be used at the optional state meet as stated in the Rules and Policies.

It was determined by the state board that the qualifying scores to the option state meet would remain the same.

  1. New Business

Motion – Level 3 competition will be allowed and blue, red, white and yellow color cards will be used as a means for scoring by a 1-judge panel, which would consist of an individual who is a USAG pro member. Achievement ribbons would be given that correspond with the color card score that is given.

Motion – A specialized ribbon will be given to any level 4 or 5 gymnast who achieves a 9.5 or higher score on any individual event at all competitions.

It was decided by the state board that Oregon NAWGJ would still be the contracting organization that the state would use for the assigning of judges.

Discussion was had that a clarification needed to be made concerning board usage as well as sting mats at state championship meets.

It was determined that the procedures for handling the violations of sanctions is per the R & P and should be listed on the state website.

  1. Sectional and State Meet Admission and Entry Fees

Currently the entry fees for sectionals are $40 per gymnast; compulsory state is $50 per gymnast; and optional state is $65 per gymnast.

Discussion was had about gate fees and it was decided that the issue should be revisited at a later time.

Motion – The sectional entry fees will be raised to $50 max per gymnast.

  1. Selection of judges for the sectional and state meets

Lisa Boylan handed out a spreadsheet with the judges who are eligible to judge the compulsory state meet listing their rating as well as location and affiliation, if any.

Each board member gave a recommendation to Kristin of their choices for the compulsory state meet:

4 from the south, 4 from the north, and 2 alternates each from the south and the north.

Each board member gave Kristin a list of 6 judges who they recommended to judge regionals. A final list will be submitted to the Regional USAG board.

Sectional lists will be revisited as soon as the compulsory state list is determined.

  1. More New Business

The board members were given two sets of prep op rules to look at and were asked to get back to Kristin as to their preference.

Kristin announced that the Oregon State Handbook would be once again put into hard copy and distributed to all current members.

Motion – A tabulator for compulsory and optional championship qualification scores will be paid $200 a month for 9 months with a review of the fee after the first 3 months of logged hours.

Kristin will choose the person who will handle the 1099.

The board discussed that the JO Committee has made the state board charge of fundraising for the athletes who qualify to westerns and nationals. Kristin suggested some ideas towards additional state fundraising. It was determined that Jacque would gather information on doing a car raffle.

The next meeting will be at Regional Congress that is being hosted by the MAC. Time to be determined.
