DEVELOPMENT OF STATE POLICIES
The following policies were developed from the minutes taken at various Oregon Coaches Association meetings that were held from 1990 to the present. The policies in this booklet are an attempt to accurately present how the men’s gymnastics program in Oregon will be run. Use them as a reference/guideline and if you have questions direct them to the current state chairman. The rules and policies contained within this booklet are voted on and approved by the coaches in our association and should be followed. Any deviation from these policies will need the approval of a majority of the coaches in our association. It is hoped that coaches will find this booklet a useful and valuable reference. Comments, questions, and/or concerns about any policies in this booklet should be directed to the current state chairman.
OREGON POLICIES & PROCEDURES
OREGON STATE BOARD
A.) Structure of State Board
The Oregon State Board consists of the State Chairman and the State Secretary.
B.) Responsibilities of the State Board
1. State Chairman:
a.) Maintain an updated list of all gymnasts and clubs in the state. This list
shall be forwarded to both the Regional and National Offices.
b.) Maintain an open line of communication between his office and both
Regional and National Offices. Gather information regarding men’s gymnastics in his state throughout the year.
c.) Conduct the State Championship Meet using compulsory/optional
exercises. Send results to Regional Office & regional meet director. Include news articles, promotional ideas, and other publicity information in addition to meet results. Most important is the meet’s financial report.
d.) Conduct an annual state clinic, notifying both Regional and National Offices. Plan the site and date of this clinic in cooperation with the Regional office. The specific content of the clinic shall correspond with the gymnastics priorities of the state.
e.) Decide state matters in concurrence with the Regional Office. Develop policies & procedures governing activities and events in the state.
f.) Responsible for the promotional and public relations development of the Boys USAG programs within the state. This is vital to the expansion & exposure of the Boys Programs.
g.) Each state may appoint a committee to assist in the implementing of state matters.
h.) Must attend regional championships.
i.) Must immediately pass on information from Regional and National Offices.
j.) Petitions: Approve/disapprove petitions to the State Championships. Petitions to Regional Championships must be handled through the Regional Chairman. (See USAG R & P; section V, pages 12-13,). The State Chairman will only need to receive a copy of the petition form. Do not send the State Chairman copies of meet results, doctors’ statement, etc.
k.) Maintain open line of communication with local judges associations for use of officials.
l.) Organize & conduct the Future Stars Competition for the Jr. Nation Team in coordination with Regional Office.
m.) Open and maintain the State USAG bank account. Provide USAG yearly report of disbursement of funds. Funds are used for state newsletter, state chairman’s travel to clinics, workshops & promotions, support of Jr. Coaches Staff Members and other projects as approved by state members.
2. State Secretary:
a.) Secretary shall take the minutes at all scheduled Oregon Coaches Association meetings. A typewritten copy of the minutes shall be sent to the State Chairman for distribution to coaches.
b.) If the secretary is unable to attend he must find some other person to take the minutes, then report who it will be to the State Chairman.
C.) ELECTION OF STATE BOARD:
1. Election of the State Chairman:
a.) State Chairman shall serve a term of two years.
b.) The coaches within each state (1 club, 1 vote) will nominate and elect the State Chairman at the state meet Tem of office will begin following regionals and ends following the regional meet two years later.
c.) The Regional Chairman may dismiss a State Chairman who is not fulfilling the responsibilities of his position. Dismissal shall be based on written correspondence to the Regional Chairman containing the relevant details. Should the Regional Chairman, in consultation with the Men’s Program Administrator, determine dismissal is warranted, the Regional Chairman, will administer a statewide election to confirm the dismissal and select a replacement.
d.) Must have a current professional membership with U.S.A. Gymnastics Men’s Program.
e.) Resignation of the State Chairman will require an interim appointment by the Regional Chairman.
2. Election of State Secretary:
a.) Secretary shall serve the same term as the State Chairman.
b.) The coaches within each state (1 club, 1 vote) will nominate and elect the State Secretary at the state meet. Term of office will begin following regionals and ends following the regional meet two years later.
c.) Resignation of the State Secretary will require an interim appointment by the State Chairman.
MEET GUIDELINES
A.) Sanctions
1. All meets using USAG compulsory routines must be sanctioned by USAG. Sanctioning procedures are located in the Men’s Program Rules & Policies book (section III, pp. 1 - 10). Sanctions forms are also available in the Rules & Policies or online at www.usa-gymnastics.org.
B.) Membership Numbers
1. Once a meet has been sanctioned it must be run according to the Men’s Program Rules and Policies. All participating judges, coaches and gymnasts must be registered with USA Gymnastics or the sanctions will be in violation.
C.) Obtaining Judges
1. Request for judges must be submitted in writing at least two weeks in advance (preferably sooner).
2. With your request include the following:
a.) Date and time of meet
b.) Number of participants (estimate is OK)
c.) Level of competition
d.) Number of judges required
3. Send information to O.G.J.A. Secretary
D.) HOSTING A MEET
1. An information sheet should be provided to clubs that are invited to meets with the following information:
a.) Name of meet, Boys Levels and age groups offered, awards and how deep they will be given.
b.) Compete dates, time schedule of events, entry deadlines and refund clause with deadline.
c.) Name of meet host, location of meet with map, hotels and restaurants in the vicinity of competition.
d.) Information on how to enter a team, whom the entry fee check should be written to and where to send it, and any other special circumstances that may be pertinent

a.) All fees must be clearly stated on meet information sheets.
b.) Number of rotations at a time, number of judges per even, number of gymnasts per event, limit to number of gymnasts, and available equipment.
c.) Any admission fee or charges must be stated on your meet information.
3. Entry form should include a place for the name of meet, meet date, meet site (with address & telephone number), entry deadline with any refund clause, name of participating club, coaches names and USAG #, gymnasts name, competitive age group and level, and athletes USAG registration number.
E.) ATTENDING A MEET
1. All clubs that attend meets should be prompt in responding to the desired competition. Entry forms should be filled out completely with no missing information. Specified deadlines must be respected.
2. Cell phones are not to be used in the competitive area during any competition in Oregon. ( common sense would prevail in the event of emergencies.
F.) MEET RESULTS & FEES:
1. Send complete meet results, copy of sanction form, and meet tax of $2.00 per competing gymnast to State Chairman (check should be made out to Oregon USAG).
2. Send copy of meet results & sanctions to Regional Chairman.
3. Send copy of sanction to USA Gymnastics. You must include with the sanction form a $1 meet tax per gymnast payable to the National Gymnastics Foundation and the NGF form found in the USAG R & P, section III, page 9.
COMPETITION POLICIES:
A.) State Championships
1. State Championships will be held the weekend before spring break unless otherwise voted on by the coaches.
2. Bidding for state meet
a.) Bids for state meet must be in before the coach’s retreat. Please include the following in your bid for state meet:
1.) Club name & address
2.) Chief person responsible for organization
3.) Proposed date of meet
4.) Facility/Equipment information
5.) Hotel accommodations for meet
6.) Admission fee (if any), concessions (yes or no), T-shirts, etc.
7.) Proposed format & session schedules
8.) Any related activities (raffles, sponsors, etc.)
b.) Send this information to the State Chairman before the state coaches retreat.
3. Competition Format
1. For all optional competitions a Capital Cup format will be used (warm up period on the event then compete event rotate to next event and repeat the procedure until finished).
2. For level 4, 5, 6 any format can be used.
4. Dress Code and Conduct
All coaches must adhere to the dress code at the State Championships.
1.Coaches wear close toed shoes – no sandals
2.Slacks, warm-up bottoms, hemmed shorts – no denim
3.Collared shirts
4.No hats
5.No Cell phones
B.) Awards
1. Age groups
a.) USA Gymnastics has set the age groups for each level in the Men’s Rules & Policies. If these age groups are combined you will be in violation of the sanctions and will forfeit insurance overage.
b.) Additional age groups not specified in the Men’s Rules & Polices may be added if coaches feel it will promote the growth of gymnastics in our state.
2. Level 4 Awards
a.) All awards will be based on the gymnast’s event scores. Ribbons should be handed out in a similar fashion to participating gymnast. There is no ranking of the Level 4’s for AA or individual events.
b.) Score divisions for Level 4
Event and All-around
Blue ribbon 14.00 & above 84.00 – 96.00
Red ribbon 12.00- 13.95 72.00 – 83.95
White ribbon 11.95 & below 0.0 – 71.95
c.) Team awards are allowed at all Level 4 meets.
3. There will be no individual event awards given at any meet other than the state championships during the season.
C.) Admission charges
1) A club that hosts a meet at a facility other than their own may charge an admission fee (amount should be included with meet information). A club that hosts a meet in their own facility must indicate in their meet information if they will be charging an admission fee and for how much.
V. CLINICS:
A.) State Clinic
1. Each year a state clinic will be held. The specific format, content, time and date will be discussed and voted on at the coaches retreat.
B.) N.W.G.A. Holiday Clinic
1. Each year the N.W.G.A. will host a pre-season clinic for the states male gymnasts sometime in December. The clinic will focus on the specific needs of the state as discussed and voted on at the state coaches retreat. The date will be determined by the State Chairman and N.W.G.A. Board. This will be sent to coaches as soon as possible.
2. The State Head Tax will be waived each year for the NWGA Holiday Meet and Clinic in order to help support the NWGA Portland Sapporo Exchange.
VI. RECOGNITION AWARDS:
Gymnast of The Year Award
1. One gymnast from the compulsory levels and one gymnast from the optional levels, regardless of age, will receive a certificate at the
State Championship for Gymnast of The Year.
2. Each coach will vote for only one gymnast at the compulsory level and one gymnast at the optional level, regardless of age, for Gymnast of The Year. Ballots will be sent our by the State Chairman the first week in February. Ballots must be returned to the State Chairman by March 1st so certificates can be prepared in time for the state meet. Ties will be broken by vote.
B.) State Coach of the Year
1. Oregon coaches will vote for the Coach of the Year. The State Chairman will send out ballots, the first week in February. Ballots must be returned to the State Chairman by March 1st so award can be prepared by state meet.
C.) State Judge of the Year
1. Oregon coaches & Judges will vote for Judge of the Year. Ballots will be sent out by the first week in February. Ballots must be returned to the State Chairman by March 1st so award can be prepared by state meet.
D.) Developmental Coaches Awards
1. The State Chairman will designate a coach to represent Oregon State at the National Men’s Workshop and Future Stars Championships.
2. The State will pay airfare for the Coach to the National Men’s Workshop and Future Stars Championship.
3. The Coach is required to share all of the information learned at the National Men’s Workshop and Future Stars Championships with the rest of state after their return.
VII. OREGON COACHES ASSOCIATION SCHEDULED MEETINGS:
A.) Coaches are encouraged to attend as pertinent information is discussed and polices are made at these meetings. It is important for all coaches to have a say in what our state’s policies are.
